According to Article 44 of the Constitution of Cambodia, only natural persons or legal entities of Khmer nationality have the right to own land. Fifth, the project can be comprehensively designed together with the project company, investment structure, land ownership, equipment importation, and normal operations.
Sixth, CDC / QIP investment incentives and tax exemption arrangements may be applied for in accordance with law.
Seventh, equipment importation, server deployment, cloud services, and operational compliance pathways can be planned.
Eighth, the project can be developed as an AI Data Center, enterprise cloud facility, regional disaster recovery center, or AI Infrastructure Park.
Ninth, CACC can assist investors in completing land, citizenship, legal, government, tax, construction, and operational procedures.
Tenth, the project has future potential for investment promotion, financing, cooperative operation, and long-term asset value enhancement.


17. Recommended Investor Entry Process

It is recommended that investors enter this project according to the following process:

Step 1: Sign a Non-Disclosure Agreement

Before providing detailed land documents, project materials, and preliminary planning, it is recommended that both parties first sign an NDA to protect project materials, land information, business plans, and investor information.

Step 2: Preliminary Project Meeting

CACC and the investor conduct a preliminary meeting to confirm the investor’s background, investment amount, project purpose, whether the investor intends to self-operate, whether the investor has equipment resources, whether there is a technical team, whether tax incentives are needed, and whether Cambodian citizenship and lawful land ownership pathway planning is desired.

Step 3: Submission of Basic Investor Information

The investor should provide company information, personal identity information, shareholder information, investment budget, source of funds explanation, expected project scale, development direction, and basic documents related to citizenship application.

Step 4: Preliminary Review of Land, Legal Matters, and Citizenship Pathway

CACC assists in reviewing land documents, project conditions, investor qualifications, citizenship pathway, land ownership arrangements, foreign investment structure, and preliminary legal risks.

Step 5: Project Feasibility Report

CACC can assist in issuing a preliminary project feasibility report, including recommendations on law, land, citizenship, company, tax, government procedures, tax incentive application, and operational pathway.

Step 6: Formal Signing of Project Service Agreement

After the investor confirms advancement, the investor may sign a formal project legal and implementation service agreement with CACC.

Step 7: Simultaneous Advancement of Citizenship Application, Project Company Establishment, and Government Applications

CACC assists the investor in processing citizenship application-related procedures, while simultaneously establishing the project company and initiating preparations for government procedures, QIP application, tax exemption application, and related permits.

Step 8: Construction and Operational Preparation

The project enters the stage of construction permits, engineering contracts, equipment importation, operational contracts, customer agreements, and compliance system establishment.

Step 9: Normal Operation

After completing necessary procedures, construction conditions, and operational systems, the project enters lawful operation, customer development, and long-term management.


18. Legal and Compliance Statement

All land, citizenship, investment, construction, tax exemption, equipment importation, and operational arrangements under this project shall be handled in accordance with current Cambodian law, requirements of competent authorities, and actual project conditions.

CACC can assist investors in lawfully conducting:

Land due diligence
Citizenship pathway assessment
Cambodian citizenship application assistance
Lawful land ownership arrangements
Investment structure design
Government procedure applications
QIP and tax incentive applications
Project company establishment
Contract review
Construction and operational compliance
Tax and equipment importation arrangements

However, any Cambodian citizenship application, land registration, government permit, investment incentive, tax exemption qualification, import tax incentive, or construction permit shall be subject to the final review and approval of the competent authorities.

CACC does not recommend that investors make major investments based on oral promises, informal arrangements, unreviewed land documents, unconfirmed identity pathways, incomplete government procedures, or incomplete tax planning.

CACC does not assist with forged documents, false identities, nominee holding, illegal nominee arrangements, regulatory evasion, or any arrangement that violates Cambodian law.

This project is recommended to be advanced in a lawful, transparent, fully documented, clearly procedural, and risk-controlled manner.


19. Conclusion

Cambodia is currently at an important stage of infrastructure upgrading, digital economy development, and foreign investment repositioning. As Cambodia’s newest major international gateway, Techo International Airport (KTI) gives its surrounding area future development potential. Data Centers, AI infrastructure, enterprise cloud services, and regional disaster recovery centers may become important industrial directions in the next stage.

This project combines approximately four hectares of land resources, citizenship pathway planning, lawful land ownership arrangements, project company establishment, government procedures, tax incentive application, construction permit coordination, equipment import compliance, and establishment of normal operational conditions.
